§ 52.15 ELECTRIC RATES AND CHARGES.
   (A)   Residential rate.
      (1)   Availability/applicability:
         (a)   This rate is available to all individually metered single-family residences, single flats and single apartments for lighting, operation of appliances, cooking, space heating, water heating and incidental power.
         (b)   This rate is not available for multiple-family units such as apartments, hotels, motels, boarding houses, dormitories or other similar premises. Multiple- family units shall be served under the applicable general service rate.
      (2)   Character of service: 120/240 volts, single phase, alternating current, 60 hertz (cycles per second).
      (3)   Customer charge (per month): For each electric service $5.35.
      (4)   Energy charge (per kWh):

      (5)   Excise (kilowatt-hour) tax adjustment: The rates set forth above shall be increased by an amount equal to excise (kilowatt-hour) tax imposed on the village's electrical distribution system under the R.C. § 5727.81, and shall be automatically adjusted to reflect any change in the kilowatt-hour tax imposed by R.C. § 5727.81.
      (6)   Power supply cost adjustment: The above rates shall be adjusted in accordance with thepower supply cost adjustment set forth in these electric service rates.
      (7)   Delayed payment charge: Ten percent shall be added to the bill if not paid by the due date reflected on customer's bill for said service.
      (8)   Terms and conditions: All electric service of the village is rendered under and subject to the general service rules and regulations of the village as amended from time to time.
   (B)   General service rate.
      (1)   Availability/applicability: This rate is available to all non-residential commercial and industrial establishments for lighting, heating, cooking and power whose monthly use of power and energy do not generally exceed 20 kilowatts of demand and/or 5,000 kilowatt-hours of energy per month.
      (2)   Character of service: Standard 3 or 4 wire, single or three phase, secondary voltage, alternating current, 60 hertz (cycles per second).

      (8)   Terms and conditions: All electric service of the village is rendered under and subject to the general service rules and regulations of the village as amended from time to time.
   (C)   Large power rate.
      (1)   Availability/applicability:
         (a)   This rate is available, upon application, to power consumers for power, including lighting, where the monthly maximum demand of the consumer is typically exceeds 20 kilowatts.
         (b)   This rate is not available for auxiliary, standby, or supplementary service.
      (2)   Character of service: Any secondary or primary voltage designated by the village. All services are to be either single or three phase, 60 hertz, with balanced three phase loading. All energy shall be secondary metered unless the village desires primary metering in which case the kilowatt-hours and kilowatt demand shall be adjusted to reflect consumption as subsequently stated herein.
      (3)   Monthly customer charge per meter per month: For each electric service $25.25

      (8)   Power supply cost adjustment: The above rates shall be adjusted in accordance with the power supply cost adjustment set forth in these electric service rates.
      (9)   Delayed payment charge: Ten percent shall be added to the bill if not paid by the due date reflected on customer's bill for said service.
      (10)   Determination of billing demand: The billing demand shall be highest 15 minute integrated demand, ascertained in kilowatts by instruments suitable for that purpose, but not less than 20 kilowatts.
      (11)   Meter voltage adjustment: These rates are based on service metered at secondary voltage. When at the option of the village service is metered at a primary voltage the metered kilowatt-hours and metered kilowatt demand shall be decreased by 3% to obtain the billing kilowatt-hours and billing kilowatt demand.
      (12)   Service voltage adjustment: When service is provided at primary voltage consumer shall receive a credit of $0.50 per kilowatt of billing demand.
      (13)   Multiple metering points: When service to a single, contiguous facility is metered through multiple metering points, each meter shall be billed as a separate service.
      (14)   Contract requirements: At the option of the village, service under this rate schedule may only be available under a service contract with consideration for size, character and location of the consumer's load and the amount of facilities to be furnished by the village in serving said load. Contract term initially shall be at least three years.
      (15)   Terms and Conditions: All electric service of the village is rendered under and subject to the general service rules and regulations of the village as amended from time to time.
   (D)   Industrial power rate.
      (1)   Availability/applicability: This rate is available, upon application, to power consumers for power, including lighting, where the monthly maximum demand of the consumer typically exceeds 500 kilovolt-ampre. This rate is not available for auxiliary, standby, or supplementary service.
      (2)   Character of service: Any primary voltage designated by the village. All services are to be three phase, 60 hertz, with balanced three phase loading. All energy shall be primary metered unless the village desires secondary metering in which case the kilowatt-hours and kilowatt and kilovar demands shall be adjusted to reflect consumption as subsequently stated herein.
      (3)   Monthly customer charge (per month): For each electric service $50.00.
      (4)   Demand charge (per kVa): For all kilovolt-ampres of monthly billing demand $18.90.
      (5)   Energy charges (per kWh): For each kilowatt-hour of billing energy per month $0.051.
      (6)   Excise (kilowatt-hour) tax adjustment: The rates set forth above shall be increased by an amount equal to excise (kilowatt-hour) tax imposed on the village's electrical distribution system under the R.C. § 5727.81, and shall be automatically adjusted to reflect any change in the kilowatt-hour tax imposed by R.C. § 5727.81.
      (7)   Power supply cost adjustment: The above rates shall be adjusted in accordance with the power supply cost adjustment set forth in these electric service rates.
      (8)   Delayed payment charge: Ten percent shall be added to the bill if not paid by the due date reflected on customer's bill for said service.
      (9)   Determination of billing demand: The monthly billing demand shall be the 15 minute integrated demand, ascertained in kilovolt-ampres by instruments suitable for that purpose, but not less than 500 kVa.
      (10)   Meter voltage adjustment: These rates are based on service metered at primary voltage. When at the option of the village service is metered at a secondary voltage the metered kilowatt-hours and metered kilovolt-ampre demand shall be increased by 3% to obtain the billing kilowatt-hours and billing kilovolt-ampre demand.
      (11)   Multiple metering points: When service to a single, contiguous facility is metered through multiple metering points, meter data shall be aggregated and treated as one coincident load for billing purposes and determination of the billing kilowatt and kilovolt-ampre demand.
      (12)   Economic development discount: As an incentive to encourage new development, or expansion of existing facilities, and upon execution of an economic development agreement, consumer's taking service under this industrial power rate shall receive a $0.010 per kilowatt-hour discount applied to the monthly kilowatt-hour usage in excess of their base monthly usage for a period of 60 consecutive monthly billing periods. Consumer's base monthly usage shall be determined by dividing consumer's immediately prior twelve month kilowatt-hour usage by 12.
      (13)   Contract requirements: At the option of the village, service under this rate schedule may only be available under a service contract with consideration for size, character and location of the consumer's load and the amount of facilities to be furnished by the village in serving said load. Contract term initially shall be at least three years.
      (14)   Terms and conditions: All electric service of the village is rendered under and subject to the general service rules and regulations of the village as amended from time to time.
   (E)   Power supply cost adjustment.
      (1)   Applicable: The rates and charges set forth in village's electrical services rates are based upon an assumed average cost of village's power supply. In the event that said monthly overall average power supply costs per kWh is increased or decreased due to changes in load characteristics, wholesale rates, fuel costs, taxes, other adjustments, or modifications to the village's power supply arrangements, village's electrical services rates to which this power supply costs adjustment applies (except outdoor lighting) will be adjusted as specified below.
      (2)   Base power supply cost: The overall base power supply cost to be used to determine the adjustment applicable to the village's electric rate schedules shall be that included in the village's retail rates of $0.07200 per kWh.
      (3)   Monthly determination of power supply cost adjustment:
         (a)   Each month, the village's running three month average power supply cost per kWh shall be determined by dividing (1) the sum of (i) the previous two months' and current month's total power supply costs from all suppliers; plus (ii) the previous two months' and current month's costs associated with ownership and operation of generating facilities owned in whole or in part, by the village; plus (iii) the previous two months' and current month's transmission related charges and AMP Service Fees; by (2) the total energy delivered to the village in the previous two months and current month.   
         (b)   If said running three month average power supply cost for the current month is ABOVE or BELOW the base power supply cost of $0.07200 per kWh, the rates per kWh set forth in village's electric service rates shall be INCREASED or DECREASED in the manner specified in (c) and (d) below.   
         (c)   Any INCREASE or DECREASE per kWh ABOVE or BELOW the base power supply cost of $0.07200 per kWh shall be determined to five decimal places ($0.00000) and any resultant differential shall be multiplied by 1.05 to compensate for village's distribution system energy losses.   
         (d)   The rates per KWh set forth in village's electrical service rates shall be INCREASED OR DECREASED accordingly.    
      (4)   Application of power supply costs adjustment to all consumer bills:
         (a)   Any applicable adjustment shall be applied to the kWh billed consumers for the meter reading period that the village determines as most nearly corresponding to the meter reading period(s) set forth in village's billings from its power supplier(s).
         (b)   All adjustments shall be applied to the total kWh billed to consumer and shall be in addition to the minimum charge applicable for the schedule involved.
   (F)   Schedule "SPP" - small power production.
      (1)   Availability and applicability: This schedule is applicable to the purchase of power from small power production facilities which have entered into an interconnection agreement with village (hereinafter referred to as utility) to install and operate a small power production facility behind the customer's meter. All other service which the customer may require from utility shall be furnished under utility's other applicable rate schedules or by special agreement.
      (2)   Rate: The net monthly payment to customer for power supplied to utility by the small power production facility shall be equal to the kilowatt-hours of energy supplied by the small power production facility multiplied by utility's average power supply costs for the calendar year immediately preceding the month in which the power is delivered to utility by the small power production facility.
      (3)   Supplied energy: Energy supplied by the small power production facility shall be determined by means of bi-directional metering installed at the point of interconnection between utility and customer and shall reflect only the amount of energy delivered to utility. All energy supplied to customer by utility shall be billed in accordance with utility's applicable rate schedule.
   (G)   Effective for bills rendered on or after September 1, 2020.
