§ 35.26 DISTURBERS MAY BE COMMITTED WITHOUT PROCESS.
   Whoever, in the presence of the Mayor, makes an affray, or threatens to beat or kill another, or commit an offense against the person or property of another; or contends with angry words to the disturbance of the peace, may be ordered without process or other proof; to give security under § 35.25 hereof; and in default thereof; may be committed under such section.
