The Plan Commission, after receiving an application requesting Urban Development Area designation, shall investigate the applicant to determine the best interests of the town, shall hold public hearings thereon, if necessary or advisable, and shall thereafter make written recommendations to the Town Council as to the desirability or non-desirability of designating the area described in the application as an Urban Development Area. The Town Council shall make final approval of all applications, and the application shall be attached to the ordinance.
