§ 32.41 PROCLAMATION OF CIVIL EMERGENCY BY TOWN COUNCIL PRESIDENT.
   When, in the judgment of the President of the Town Council, a civil emergency as defined herein is deemed to exist, he or she may forthwith proclaim in writing the existence of the same. In case of the absence of the President of the Town Council from the town, the Chief of Police shall be authorized to act in his or her stead.
