§ 151.25 PARTICIPATION BY THE TOWN.
   (A)   The town may participate with owners of lands abutting streets within the town in the creation and improvement and development of such streets in accordance with the requirements and standards for street improvements established by the town by its Town Council.
   (B)   If the town shall determine to participate in the cost of the development or improvement of streets with owners of lands abutting new streets without new residential or new commercial areas or new subdivisions of the town, then such participation by the town shall be undertaken by the enactment of a special ordinance by the town setting forth the extent and amount of participation, in dollars, undertaken by the town.
