(A) No taxicab service license shall hereafter be issued unless and until the Town Council shall approve an application thereof. In making its decision, the Council shall take into consideration any and all facts which are necessary and proper.
(B) If the Town Council determines that the public convenience and necessity requires the proposed taxicab service, it shall issue certificates of convenience executed by the President of the Council and attested to by the Clerk-Treasurer. The certificate shall remain in effect until canceled, either by its term or otherwise.
