Upon the filing of such request, the Commission shall fix a time and place for the hearing, which shall be within 15 days after the request is filed, and shall notify the applicant thereof.
(B) At the hearing, the applicant may present evidence in support of his or her application and exceptions. Any interested person may be allowed to participate in the hearing to present evidence in opposition to the application and exceptions.
(C) Within ten days after the conclusion of the hearing, the Commission shall render a written report either granting or denying the application and shall state the grounds upon which the decision is based. A copy of said report shall be served by certified mail, return receipt requested, upon the applicant. Said report shall constitute a public record.
