§ 31.45 ECONOMIC DEVELOPMENT COMMISSION.
   (A)   Creation. There is hereby created the Economic Development Commission to carry out the provisions as set forth below and as enacted by the General Assembly of the state in the “Promotion of Economic Development” (the “Act,” I.C. 36-7-2-7) and as may be amended from time to time.

   (B)   Purpose. The purpose of said Commission shall be to investigate, study and survey the need for job opportunities, industrial diversification and economic stability, development and general welfare of the town, and to carry out the duties and powers as set forth in the Act.

   (C)   Members. The members of said Commission shall be appointed and shall perform the duties and exercise the powers all as set forth in the Act.

   (D)   Director of Economic Development. There is hereby created the position of Director of Economic Development, who shall be responsible for coordinating efforts to promote and plan economic development in the town. The Director shall be subject to the supervision and direction of the Town Council.

§ 31.46 PLAN COMMISSION.
   (A)   Establishment. There is hereby created a Plan Commission for the town, which Commission shall exercise all powers and duties as provided by law. The Commission shall serve in an advisory capacity to presently established boards and officials.

   (B)   Members.
      (1)   The Plan Commission shall consist of nine members.
      (2)   Membership shall be determined as follows:
         (a)   Three Commission members shall be from the Town Council;
         (b)   The President of the Council shall appoint four citizen members, not more than two of whom shall be members of the same political party; and
         (c)   Two members from the jurisdictional area, each of whom shall be of a different political party, shall be appointed according to law by the Judge of the Circuit Court.

   (C)   Powers. The Commission has the power to establish its own rules and regulations within the statutes, and to appoint a Secretary and professional consultants whom it deems necessary for the making of surveys, studies, maps, plans, charts, ordinances or such other data as falls within the scope of the Commission’s authority.

§ 31.47 UNSAFE BUILDING COMMISSION.
   (A)   The Unsafe Building Commission (hereinafter “the Commission”) is designated as the hearing authority for the enforcement of the Unsafe Building Ordinance in the town.
   (B)   The Commission shall consist of five members appointed by the Town Council.
   (C)   For the initial appointments, two of the initial appointees shall serve terms of the remainder of 2024 and three years so that the appointments to the Commission shall be staggered. Thereafter, each member shall serve a term of four years.
   (D)   There shall be no limit upon the number of terms, consecutive or otherwise, that a member may serve.
   (E)   The Commission shall reorganize annually at its first meeting and shall select a president, a vice president and a secretary from among its members.
   (F)   The Commission shall meet as needed. A quorum of three members must be present to conduct business.
