(A) Each person registered for each applicant, at the time of application for registration and permit, shall pay to the Clerk-Treasurer a fee fixed by the Commission, which shall not be less than $1 nor more than $500, unless the Town Council shall waive the same.
(B) The Commission shall establish a schedule of fees based upon the amount raised by solicitations on behalf of the person during the person’s preceding fiscal year and the town’s total expense of regulating charitable solicitations during the preceding calendar year.
