Any person who violates the provisions of this chapter shall be fined $10, provided that said fine shall be reduced to $5 if such person shall pay within 72 hours after such violation the sum of $5 to the office of the Clerk-Treasurer; provided, however, that in the event of a second offense during any calendar year, the fine shall be $10, and the third offense shall be $25.
