If the customer is not the owner of the premises served or of intervening property between such premises and the utility’s equipment, the customer shall obtain from such owner, or owners, in a form satisfactory to the utility, such permits or easements as are, in the opinion of the utility, necessary for the installation and maintenance on such premises, and on such intervening property, all poles, wires or other equipment required for the supplying of electric service to the customer.
