The Council shall have all powers necessary for the custody, management and operation of said utility under the provision of I.C. 8-1.5-3-1 et seq., and amendments thereto. The terms and conditions for services as set forth herein and as amended and supplemented from time to time shall govern all electric service rendered, or to be rendered, by the utility. The terms and conditions for service shall be binding upon every customer and the utility and shall constitute a part of the terms and conditions of every contract for electric service, whether written or oral. These terms and conditions for service supersede all prior versions.
