A. The following uses shall be permitted in the C-M (Commercial/Industrial) Zone, provided site plans are submitted and approved in accordance with the provisions of § 20.408.040 of this title (Plan Review) and provided, further, that the outdoor display of equipment, goods or merchandise for advertising, sales or merchandising purposes shall be permitted for those uses noted herein and shall be subject to a review of the specifics of any proposal as a part of such plan review procedure. In acting on proposals for the improvement of areas outside of existing buildings or structures for purposes of display, the criteria for approval, disapproval or approval with conditions, as may be determined by the City Planner through the plan review shall be the general compatibility of the proposed use with adjacent existing or permitted uses. In addition, the City Planner in reviewing proposals for outdoor display, shall take into consideration the intent and purpose for establishing C-M (Commercial/Industrial) Zoning regulations and districts as well as other factors of compatibility, including but not limited to noise, traffic circulation, appearance, and such performance features as are provided for or referenced herein.
B. No buildings or structures or land shall be used and no buildings or structures shall be hereafter erected, structurally altered or enlarged except for the following purposes.
