No person shall park any vehicle or trailer on a public right-of-way or in a location on private property which is obviously intended to be viewed primarily from such right-of-way which has attached thereto, or suspended therefrom, any advertising or directional sign except a sign decoratively painted directly upon, or regularly affixed to, the body or other integral part of the vehicle and subject to the approval of the Development Services Director or his or her designee.
