Nothing contained in this chapter shall prevent the erection, location or construction of signs on private property when such signs satisfy each of the following conditions:
A. Such signs are not designed to be viewed from any dedicated street or highway; and
B. Such signs are designed to direct and guide pedestrian and vehicular traffic while such traffic is on the parcel of real property on which such signs are located.
