§ 18.08.140 FLOOD HAZARD.
   FLOOD HAZARD. A potential danger to life, land or improvements due to inundation or storm-water runoff having sufficient velocity to transport or deposit debris, scour the surface soil, dislodge or damage buildings, or erode the banks of water-courses.
