The City Council, in accordance with the provisions of Cal. Gov't Code § 38771, finds and declares that those conditions defined in § 15.212.020, pertaining to hazardous buildings, hazardous pools, refuse, waste and illegal storage and illegal storage of vehicles, existing or permitted or allowed to exist on any property within the city by any person, firm or corporation, constitute public nuisances subject to the abatement procedures set forth in this chapter.
