No person shall fail or refuse to pay the municipal service charges provided for in this code or established pursuant to this code. If any person shall fail or refuse to pay the lawful charges, including both delinquent and current charges, for any municipal utility service, or portion thereof, the water service to the premises, regardless of tenancy, shall be shut off. Termination of water service for failure to or refusal to pay for municipal utility services, or any portion thereof, shall occur in accordance with all requirements of law, including minimum requirements for notice and opportunity to respond.
