A. Pursuant to Article XI, Section 7 of the Constitution of the state of California, as the same may be amended from time to time, or any successor provision or provisions thereto, the City Council finds and declares that the furnishing of water and sewer service and the collection and disposal of garbage and refuse constitute municipal utility services which may be provided to persons or property within the corporate boundaries of the city, or on an extraterritorial basis as otherwise provided by law, directly by the city or pursuant to contract, franchise, permit or otherwise.
B. All such services, whether provided directly by the city or pursuant to contract, franchise, permit or otherwise, shall be charged for as municipal utility services and the same may be charged for on a consolidated basis by the city.
