The fees required by this Article IV shall be paid as a prerequisite to the issuance of any building permit for the construction of a building, provided that fees related to the construction of a mobile home park shall be paid as a prerequisite to the issuance of the permit first required to commence construction of such park. Any fees paid pursuant to this article shall be refunded in the event that the permit issued is not utilized for the commencement of the construction to which it applies.
