Each applicant/permittee shall pay one (1) time and recurring fees, per each SWF, in amounts: (i) not less than those amounts deemed presumptively reasonable under then-in effect federal law or regulations; or (ii) established by the city by resolution as a reasonable, non-discriminatory approximation of the city's costs; or (iii) agreed upon by the city and a permittee in a master agreement.
