It shall be the duty of the Superintendent of Streets to assign to the owner, agent or occupant of any building in the city, the proper number, and all buildings shall be numbered in accordance with the provisions of this chapter within ninety (90) days from and after its passage. All buildings hereafter erected shall be numbered within thirty (30) days from the time of their completion.
