Each block shall be entitled to one hundred (100) numbers. One (1) number may be allowed for each twenty-five (25) feet frontage on any street or highway, and whenever in the space allowed to the number there shall be a hallway or tenement fronting on the street, such hallway or tenement shall be given an additional half (½) number.
