§ 10.44.110 PURPOSE OF REGISTRATION.
   It is the intent and purpose of this chapter that bicycles shall be licensed for the purpose of their reasonable regulation and to more conveniently ascertain the ownership of the bicycles for the benefit of the owners as well as the public generally.
