Whether or not a special permit is required by the provisions of this chapter, all animals, fowl, pigeons or birds kept or maintained within the city shall be kept and maintained in a sanitary condition, all refuse and manure removed from the premises at least once each calendar week, and all rules and regulations of the Health Department pertaining to sanitary conditions and maintenance of the premises shall be complied with; regardless of whether a permit is required or not, nothing in this chapter shall be construed as allowing a nuisance of any kind or character to be committed.
