The provisions of this chapter shall be applicable to all persons and businesses described herein whether the herein described activities were established before or after the effective date of the ordinance enacting this chapter into law. All such persons and businesses shall have thirty (30) days from said effective date to apply for an escort business permit. The City Manager shall issue a permit within the time period set forth in § 5.212.070.G. and H. only if all requirements of that section are met.
