No holder of an escort permit shall escort, offer to escort or perform any activity described in this article to any person under eighteen (18) years of age, except at the special instance and written request of the parent, guardian or other person in lawful custody of the person on whose behalf the escort is engaged. The written request shall be carried by the escort during the period so employed.
