It shall be unlawful for any person to act as an escort unless there has been granted to such person a valid permit, pursuant to the provisions of this chapter. Such permit shall be issued to the address of the employer of the escort, who must in turn also hold a valid escort bureau permit issued by the city pursuant to the provisions of this chapter.
