The Director shall have all duties otherwise imposed upon the City Clerk by the provisions of Cal. Gov't Code Article I, Chapter 4, Part 2, Division 3, Title 4. In addition, the Director shall advise the City Treasurer in connection with investments of funds to be made by the city and shall be responsible for all accounting functions of the city other than those imposed by law upon officers and which cannot be transferred. The Director shall perform such other financing functions as may be hereafter imposed upon the City Clerk pursuant to the later amendments to law, but which are capable of being transferred to a Financial Services Director. The Director shall have such other powers and duties not inconsistent with the foregoing as may be assigned to him or her from time to time by the Council by adoption of job specifications by motion or resolution. The department shall have the functions hereinabove established as the powers and duties of the Director.
