The City Planning Commission shall have power to do and perform such acts and carry out and put into effect such plan and program as is provided by and pursuant to the provisions of the certain statute of the state known and designated as “The Planning and Zoning Law” (Cal. Gov't Code §§ 65000 et seq.) and such other duties as delegated or granted thereto by the City Council
