The City Planning Commission shall not be authorized to expend any moneys of the city without first having had and obtained the approval of the City Council to do so, and provided that all expenditures made by the Commission shall be audited, allowed and approved and paid in like manner as the payment of any claims or demands upon the general fund of the city.
