§ 32.50  PURPOSE OF REGULATIONS.
   (A)   I.C. 36-1-4-5 gives the city authority to acquired and own interests in real or personal property by means other than by eminent domain.
   (B)   The Common Council deems it necessary to regulate the purchase or acquisition of real property by the city and establish a procedure for doing so by means other than by eminent domain.
