§ 32.03  VOTING FOR COUNCIL MEMBERS.
   Each registered voter of the city may vote for 1 Common Council candidate for the at-large membership, and 1 candidate for the respective ward in which he or she resides. The at-large candidate receiving the most votes from the entire city and each ward candidate receiving the most votes from their respective wards shall be elected to the Common Council of the city.
