§ 156.142  INTERPRETATION.
   In interpreting and applying the provisions of this chapter, they shall be held to be the minimum requirements for the promotion of the public health, safety, comfort, morals, convenience and general welfare. The Commission has given consideration to the existing and future probable use of land in the territory affect by this chapter, and has prepared a Comprehensive Master Development Plan showing the future development of this area, which has served as a guide in the preparation of this chapter.
