In billiard rooms, pool rooms, soft drink saloons and in all places in the city kept for public entertainment, all screens and other artificial obstructions shall be removed therefrom and the furniture and fixtures and other objects shall be so arranged as to give a person standing at any point on the sidewalk in front of the place a clear and entire view of the interior thereof, except that columns and supports as are necessary to uphold the building.
