§ 153.09  PLACING OBSTRUCTIONS ON STREETS AND SIDEWALKS; LIMITATIONS.
   (A)   It is declared unlawful for any person, firm, company or corporation to place or deposit on any street, alley or sidewalk in the city any rubbish, timber, brick, stone, sand or other building material, or any box, barrel, coop, rack or any object or material of any kind or description whatever, and suffer the same, or any part thereof to remain thereon, except for a length of time as may be reasonably necessary in the act of loading, unloading and handling the same in the course of transportation, or to leave any vehicle not then being used, standing on any street, alley or sidewalk, or to stop any vehicle and allow the same to remain standing on or over any street or alley crossing, or to hitch any animal so that the same may get on any crossing or on to any sidewalk or tree row while so hitched.
   (B)   Provided, that this section shall not apply to any telegraph, telephone or other pole which composes a part of any system located and maintained under any grant of right from the city, nor to merchandise exposed for sale or display on any sidewalk within a space not extending more than 3 feet from the line of the property occupied for carrying on business by the person putting out the display.
   (C)   Provided, also, that the provisions of this section shall not apply to any contractor or person when engaged in the performance of any improvement contract with the city, nor to any person, company or corporation engaged in the performance of any work in and on streets, alleys and sidewalks authorized by any right or franchise granted by the city, nor to any person when engaged in moving any house or other structure over any of the streets under a permit from the city for the purpose, nor to any person when engaged in the construction or repair of any building or grounds abutting on any street, whenever the encumbering of any street is necessary for the purpose of carrying on any of the works the same is authorized subject to other ordinances of the city regulating the same.
   (D)   All show cases, boxes, barrels, coops, racks and other contrivances used for the display of goods, wares or merchandise, as in this section provided, must be removed from any street, alley or sidewalk during the hours from 7:00 p.m. to 7:00 a.m.
