(A) After review of relevant information provided by the Brazil Police Department, the Common Council has deemed it necessary to enact restricted curfew hours for minors in the City of Brazil due to increased complaints of thefts, criminal mischief and other juvenile involvement by children under 18 years of age.
(B) The purpose of this chapter is to protect minors from victimization and exposure to criminal activity during late night hours, to promote the role of parents in the raising and control of their children, to promote the health, safety and welfare of persons and property in the City of Brazil and promote the peace, order and safety of cemeteries and other facilities used to memorialize the dead.
