§ 97.47  POWERS AND DUTIES OF BOARD.
   (A)   The Golf Course Board shall have the power to develop, improve and operate the golf course, acquire the already existing golf course and lands developed for that purpose, and issue municipal bonds to pay the cost of any acquisition, development and improvement, or for any of the purposes, subject to statutes relating to the issuance of bonds and the making of appropriations by the city.
   (B)   In addition to the above powers, the Board shall have the following powers and duties:
      (1)   Exercise general supervision of and control over the operation, maintenance, development and improvement of the golf course;
      (2)   Make rules and regulations governing the operation, maintenance and use of the golf course facilities;
      (3)   Hire necessary professional, managerial and maintenance staff personnel and employees for the efficient operation and maintenance of the golf course without regard to political affiliation, plus discipline and dismiss any personnel and employees for cause;
      (4)   Make necessary contracts and leases for facilities, services and equipment necessary for the proper operation of the golf course;
      (5)   Contract with not-for-profit corporations or organizations for use of the golf course facilities for teaching purposes, youth athletic programs, tournaments and other related services;
      (6)   Acquire and dispose of real and personal property related to the golf course or needed for the efficient operation, improvement or expansion of the golf course;
      (7)   Exercise the power of eminent domain under the authority of any laws generally made available to municipalities for this purpose;
      (8)   Establish standards and qualifications for the appointment and hire of all personnel, fix their compensation and determine causes for disciplinary action or dismissal of employees;
      (9)   Contract for special and temporary services and for professional assistance;
      (10)   Make recommendations and an annual report to the Mayor and the Common Council concerning the operation of the Board and the golf course;
      (11)   Invoke any legal, equitable or special remedy for the enforcement of the provisions of any ordinance relating to the use and operation of the golf course or any other applicable ordinance or law;
      (12)   Prepare and submit an annual budget in the same manner as other departments of the city as prescribed by the State Board of Accounts;
      (13)   Authorize and regulate the operation of a golf pro shop including the sale of golf-related equipment and apparel; and
      (14)   Fix the fees and rates to be charged for the playing of golf on the golf course and for tournament authorized and held thereon.
