§ 97.45  PURPOSE; AUTHORITY TO OPERATE.
   (A)   It is deemed necessary and proper that it is in the best interests of the city, the public and golfing enthusiasts who utilized the municipal golf course of the city, that a board be created and given the authority to control, supervise and operate specifically and exclusively the golf course because of its particular and special nature; that members of the newly created board be especially sensitive to and knowledgeable of the particular needs of the golf course and the desires of those citizens who utilize and enjoy the sport of golfing at the golf course and that those persons who consistently utilize the golf course facility be allowed to provide their input into the operation, maintenance, improvement and expansion of the golf course.

   (B)   The city has the power to acquire, develop, improve and operate golf courses, either as a part of or in connection with its public park, or separate and apart therefrom, pursuant to I.C. 36-10-5-3(b).
