It shall be unlawful for any person to gamble or violate any federal, state or city laws pertaining thereto, or to beg, hawk, peddle, distribute or solicit or offer for sale any article, thing, paper, privilege or service within the parks, nor circulate petitions within the parks without permission from the Board of Parks and Recreation.
