§ 97.20  AUTHORITY TO ADOPT RULES AND REGULATIONS BY THE BOARD.
   (A)   The Parks and Recreation Board shall adopt and establish rules and regulations for the control, maintenance, use and regulation of playground and recreation facilities, bathing areas, swimming and wading pools and other park and recreation property; for providing and maintaining all necessary equipment, supplies, building structures and all other property under its control and jurisdiction; for establishing standards and qualifications for the appointment of personnel.
   (B)   All promulgated rules and regulations are subject to the approval by the Mayor before becoming effective.
   (C)   The Board may by the rules and regulations provide for, regulate, set aside and allocate the use by persons, vehicles and animals of the public parks, playgrounds and other public places under its control, but without being limited to classifications, for and into the following general classes or uses and purposes:
      (1)   Playground areas, including all sports and recreation activities, bathing areas, swimming and wading pools, other bodies of water and beaches, athletic fields, child recreation and playground areas; and uses, with all buildings and structures and equipment appurtenant thereto;
      (2)   Picnic areas, including roadside and park tables, shelter houses and outdoor ovens for eating and drinking;
      (3)   Public meeting areas, including grandstand areas, music buildings and exhibition pavilion, use of which may be obtained after receiving permission from the Board with restrictions on the use of loudspeakers and other sound amplification devices; and
      (4)   Areas for concerts, amusement attractions and theatrical performances.
   (D)   The Board is authorized and empowered to restrict or set aside all various areas of the city's parks, including the entire parks, on specified and reasonable limited occasions or periods of time for concerts, carnivals and other amusement attractions and theatrical performances or for some other special purpose, and may prohibit the use of any or all areas by other persons at any times, except for the use thereof which is prescribed and then allowed for any like area.
   (E)   No person of the opposite sex, except children under the age of 4 years when accompanied by an adult, shall enter a facility provided for the opposite sex.
