(A) Designated officers of the impounding facility shall be issued special police powers in order that they will have the authority to issue notices of ordinance violations.
(B) Persons wishing to register a complaint for the violation of any section of this section shall contact the impounding facility.
(C) However, persons are advised that registering a complaint does not mean automatic prosecution for the offense.
(D) In order to obtain redress, the offended party shall file a formal complaint with the City Attorney.
