No person shall keep within the city any pig sty, kennel, stable or other animal pen or shelter in a manner so as to create or cause any offensive or noxious smell or condition, or maintain or use any animal pen or shelter constructed in a manner as to permit the contents of filth therein to run or wash on the premises owned or occupied by another, or on any street, alley or other public place.
