On the issuing and publishing of the order of the Clay County Board of provided for in § 93.05 and after the expiration of 24 hours from the publication, the law enforcement authorities shall kill any dog running at large within the city during the time specified in the order, unless it is securely and effectively muzzled as required by this chapter.
