§ 93.02  RESTRAINT REQUIRED.
   (A)   No person shall allow any cattle, sheep, swine, fowl, dog or other domestic animal to run at large in the city.
   (B)   No owner shall fail to exercise proper care and control of his or her animals to prevent them from becoming a public nuisance.
   (C)   Every female dog or cat in heat shall be confined in a building or secure enclosure in a manner so that a female dog or cat can not come into contact with another animal except for supervised or planned breeding.
