SCHEDULE VII.  TRUCKS.
   It shall be unlawful for any truck to pass another truck traveling in the following.
 
Direction
Street
Exception
Same direction
Anywhere on National Avenue in the city
No violation shall occur if either the truck passing or being passed is a 1/2-ton or 3/4 pickup truck, and no violation shall occur if the truck being passed is stopped in the right-hand lane for any reason other than to obey a traffic signal.
