SCHEDULE II.  LOADING ZONES AND PARKING AREAS.
   (A)   Loading zones; how designated. The Board of Public Works and Safety is authorized and empowered to designate certain spaces or zones on the streets and thoroughfares on the city, to be designated as loading zones.

   (B)   Restricted parking in loading zones.
      (1)   No vehicle shall be parked or left standing whether occupied or not, within the boundaries of marked-off areas, designated as a loading zone, unless the driver of that vehicle is making a delivery of, or providing repairs or services for the premises of business places, or receiving items of merchandise or personal property used in the normal course of business by merchants or business persons within the city block wherein a loading and unloading zone is located.
      (2)   Parking shall not be deemed to be within the meaning of this section, unless that motor vehicle is left standing for a period of time longer then is necessary to accomplish the purpose of loading and unloading.

   (C)   Angle parking. In parking motor vehicles and other vehicles along the side of all streets and avenues in the city, parking shall be parking flat along and within 1 foot of the curb.

   (D)   Double parking and parking for repairs along street restricted.
      (1)   It shall be unlawful to park any vehicle double in the city, or to park any vehicle on any of the streets or avenues of the city in any other manner than as specifically provided for in this chapter.
      (2)   It shall be unlawful to park any vehicle for the purpose of repairs or service at any point along National Avenue in the city if and when repairs shall render the motor vehicle unable to be moved away under its own power.
      (3)   These provisions are enacted for the purpose of providing greater safety and to prohibit unnecessary fire hazards.

   (E)   Parking prohibited on any tree row. No motor vehicle shall be parked on any tree row in the city.

   (G)   Parking meter fund and fees.
      (1)   All parking meter fees and license fees collected from mechanical parking devices, commonly known as parking meters, used and operated in the city, shall continue to be deposited with the Clerk-Treasurer, to the credit of the city, in a special fund, which the special parking meter fund shall be disbursed and paid out only under the orders and directions of the Board of Public Works and Safety or the Common Council.
      (2)   The Clerk-Treasurer shall be entitled to receive, and shall be paid, additional compensation for keeping records and handling parking meter fees collected and expended; which compensation shall be in addition to all other compensation received by the Clerk-Treasurer. The additional compensation shall be paid solely and only out of the special parking meter fund.
      (3)   All other monies in the parking meter fund shall continue, as heretofore, to be used an expended solely and only for the payment of the cost of parking meters, the maintenance and repair of parking meters and the repair and maintenance of any of the public streets and highways, where any parking meters are used, and all other public streets and highways connected therewith in the city.
      (4)   All of the parking meter funds received by the city are appropriated for the uses and purposes provided in this section.

   (H)   Penalties for parking in prohibited areas.
      (1)   Any person violating the provisions of division (D) above or Schedule I of this chapter shall be guilty of a Class C infraction and shall be subject to a penalty of $5, and any vehicle in violation thereof shall be subject to being removed, towed and impounded, at the owner's expense.
      (2)   If the above penalty is not paid at the office of the Clerk-Treasurer within 10 days from the date of the violation, the penalty shall be $10.
      (3)   If the penalty is not paid within 30 days form the date of the violation, the violator shall be summoned into court and be subject to a judgment of up to $500.
