It is deemed necessary for the public health and safety that emergency vehicle lanes be designated and properly marked and posted at or adjacent to buildings being used or occupied for multi-family residences, or for business or commercial purposes; that nonemergency type vehicles be prevented from being parked or left standing in a designated emergency vehicle lanes so that police, fire and other emergency or rescue vehicles have free and unobstructed access to bush buildings in order to perform their respective emergency functions either being impaired by other vehicles parked adjacent to these buildings as they normally contain large numbers of people who may quickly need emergency service or evacuation from them during an emergency.
