The drivers of motor vehicles and other vehicles shall not cross any of the streets or turn a vehicle therein, except at street intersections, and complete, full or U-turns shall not be made on National Avenue at its intersection with the following named streets: Forest Avenue, Washington Street, Sherfey Street, Walnut Street, Franklin Street and Meridian Street.
