(A) It is made unlawful for any person in charge of any traction engine, or other heavy machine likely to injure any paved street in the city, to drive or run the same on, over or along any paved street in the city, except as provided this section.
(B) When it shall become necessary in the movement of any traction engine, or other heavy machine, to pass the same over any paved street crossing, the person in charge of the same shall apply to the city engineer for a permit to run the engine or machine over the paved crossing.
(C) The engineer, before permitting the passage of the engine or machine over a paved crossing shall require the person in charge thereof to lay heavy planks over the crossing on which the engine or machine shall be moved and the same shall be done in a manner so as to effectually protect the paved crossing from injury and should injury occur to any paved street or crossing by reason of an engine or machine passing over the same, then the owner of the engine or machine shall be liable to the city for the injury, notwithstanding the permit.
